Board Members


The Community Associations Institute Georgia Board of Directors is responsible for overseeing the chapter's operations in actively pursuing the purposes and objectives of both the national organization and the Georgia chapter. The CAI Georgia Board of Directors works closely with its Executive Director and its Committees to ensure that goals and objectives are achieved.

Laura Lazar, CMCA/AMS/PCAM, is with Eagle Management Services and has worked in association management since 2000. Prior to association management, Laura worked with Ray’s on the River and the Rio Bravo Cantina restaurants as the Vice President of Marketing. Active in CAI since 2002, Laura served as Chair for the National Conference Party, Fundraising and Public Relations Committees and was a member of the Membership and Legislative Action Committees.  Laura is has been awarded the Leadership Award , Recruiter of the Year – CAI Georgia, Recruiter of the Year – CAI National and the Rita Kennedy Award. She also serves on the Foster Children’s Board of Directors.

Sandy Depa, CMCA, AMS, PCAM

Homeowner Management Services

Sandy Depa, Vice President of Homeowner Management Services Inc., has worked in the community association management industry since 1999.  Sandy has attained the PCAM designation and also holds the CMCA and AMS designations as a Community Association Manager.  Prior to 1999, Sandy served as an HOA Board Member for five years, holding the positions of Treasurer, Vice President, and Secretary.  Sandy has been actively involved with CAI since 2000. She co-chaired the Tennis Committee for two years and has also served on the Education Committee and Fundraising Committee.  Sandy has been actively involved in several other organizations, including ALTA and the PTA and has a strong financial background in accounting and in the banking industry.

Jay Lazega, Esq.

Jay has been a leader in the community association industry for over 20 years.  His law firm specializes in Community Association Law, Condominium Association Law, Cooperative Housing Association Law, Homeowners Association Law, Planned Unit Development Law, Collections, and Real Estate.  He was born and raised in Brooklyn, New York, and attended Emory University.  He earned a Juris Doctor degree in 1988 from the University of Florida and is admitted to practice law in Georgia and Florida.

 

Jay has dedicated himself to the Community Association industry through significant teaching, writing, and legislative drafting.  In addition to serving as one of the few instructors for the Community Association Management Licensing Course, he has taught numerous courses for the Community Associations Institute of Georgia, College of Community Association Lawyers, Institute of Continuing Legal Education, Lorman Education Services, Dixie Land Title School, and the Georgia Institute of Real Estate.

Scott Douglas

Scott entered lending in Cleveland, Ohio in 1977 as a mortgage loan officer after a brief stint in the Merchant Marines in 1969 and college.  He moved to Atlanta from Los Angeles in 1982, working first as a National Sales Manager for Johnstown Mortgage, then joining Drexel Burnham Lambert in 1984 where he was part of the team that first invented and marketed Commercial Mortgage Backed Securities (CMBS).  Next, he joined Morgan Keegan as head of the CMBS and Asset Backed Desk.  In 1998, Scott founded Community Funding Corporation, representing commercial read estate lenders and the National Cooperative Bank as an exclusive agent in the marketing of Community Association Financing.  He worked closely with many members of CAI in the creation of the Community Association Lending Program and funded the first Homeowner Association loan made in Georgia in 1999 as reported in the Atlanta Journal and Constitution.  Scott has been active in CAI since 2002.  He chaired the Public Relations Committee and has served on the Legislative Action and Program Committees.  He was also the 2005 winner of the CAI-Georgia Leadership Award.
